One country is the People’s Republic of China (PRC). “Three systems” means Mainland China (referred to as China), Hong Kong and Macao. Both Hong Kong and Macao have returned to China under the “One Country, Two Systems” principle. Since the legal systems in Mainland China, Hong Kong and Macao are different, it is appropriate to use the expression “one country, three systems” to describe the systems for the protection of plant varieties in the present People’s Republic of China.
