In 1994, witnessing that the use of the Internet began to take off (and perhaps explode), the U.S. copyright industries also saw a growing and widespread availability of devices and/or measures used to circumvent the technical measures they have employed for the protection of their copyrighted work online. Thus, the industries began lobbying the U.S. Congress to pass legislation banning the circumvention of these technical measures and the sale of ‘circumvention devices.’
