The belief that we stand on the threshold of a new stage of human existence, best described as an information society or the information age, has become almost universal. Closely bound up with this belief is a fear that countries that fail to adjust their legal and regulatory structures to this new environment will be left behind and, just as with earlier social and technological revolutions, the consequences of being left behind will almost certainly be catastrophic. Governments and legislatures began to respond to this challenge several years ago by setting up advisory committees and working parties. More recently, various national laws have been passed, and in Europe the Information Society Directive is pending.
